Mr. M. Rarry, learned senior counsel appears for the appellant and Mr. BR

Sharma, learned CGSC appears for the respondent No. 1.

The learned senior counsel appearing for the appellant submits that

Section 53 of the Manipur Lokayukta Act, 2014 clearly shows that the Lokayukta will not

investigate or inquire into a complaint if it’s filed more than seven years after the alleged

offense was committed. This means complaints related to alleged offenses must be filed

within a seven-year timeframe for the Lokayukta to take action. Based on that, the

statement made by the Department, writ petition came to be allowed. Further, it is also

submitted that the issue is to be decided by the Lokayukta. The respondents have not

impleaded the complainant in the writ petition.

The learned counsel appearing for the respondents seeks time to make

reply to the submission made by the learned senior counsel appearing for the appellant.
