1. Two valuable human lives have lost again, on account of
non-implementation of the provisions of ‘the Prohibition of Employment
as Manual Scavengers and their Rehabilitation Act, 2013’ (hereinafter
referred to as ‘the Act of 2013’) and ‘The Prohibition of Employment as
Manual Scavengers and their Rehabilitation Rules, 2013’ (hereinafter
referred to as ‘the Rules of 2013’).
2. The unfortunate story which unfolded in the instant petition,
wherethrough, the petitioner, who is the mother of one minor daughter,

and widow of deceased-Pargat Singh, approached this Court for seeking a
mandamus upon the respondents to a pay suitable compensation on
account of sewer death of her husband.
