O R D E R
1. The appellants lay challenge to the impugned judgment
and order dated 13.04.2015 in LPA No. 953 of 2004 in CWJC No.
1475/1998 titled “Life Insurance Corporation of India & Anr.
Vs. Union of India & Ors.“ passed by the High Court of
Judicature at Patna.
2. In the attending facts and circumstances, we are not
inclined to interfere with the impugned judgment, more so for
the reason that the private respondents, were un-represented,
belonged to the category of Class-III and Class-IV employees.
3. The reference before the Labour Court pertains to the
cessation of the temporary employment of the private
respondent(s) whereby conciliation proceedings were directed
to be initiated under Section 10 of the Industrial Disputes
Act,1947 (for short, ‘the Act’).

4. The appellants challenged the maintainability of the
conciliation proceedings but the Courts below concurrently held
against the instant appellant(s).
5. Be that as it may. We dispose of these appeals leaving
the question of law if not already decided to be open.
6. However, we clarify that this order shall not be treated
as a binding precedent.
7. Pending application(s), if any, shall stand disposed of.
