This public interest litigation (PIL) invites this court to pass

orders directing the state to take appropriate measures to control the

menace caused by stray dogs, to capture them, treat them which would

include sterilising them and rehabilitating them in dog shelters.

Initially, the scope of the writ was confined to the area under the

jurisdiction of the Shillong Municipal Board. By our order dated 15 th

May, 2025, it was extended to cover the whole of Meghalaya. By this

order, the Court directed activation of action under the Animal Birth

Control (Dogs) Rules, 2001 framed under sub-section (1) of Section 38

of the Prevention of Cruelty to Animals Act, 1960.

Mrs. Yangi, learned Additional Advocate General has today

filed the report dated 15th July, 2025 in the form of an affidavit affirmed

by Secretary, Animal Husbandry and Veterinary Department,

Government of Meghalaya. She submits that there has been full

compliance with the order passed by this Court. The said report is taken

on record.

Learned Advocate for the petitioner wants to peruse the report.

Such leave is granted to her.

List this public interest litigation for further directions on 22nd

July, 2025.
