Heard Sri C.V. Mohan Redddy, learned Senior Counsel appearing on
behalf of Sri C. Sumon, learned counsel for the petitioners and
Ms. S. Pranathi, learned Special Government Pleader appearing for the
respondent Nos.1 & 2.
2. The grievance of petitioners is against the action of the
respondents in disqualifying the petitioner – company in the tender dated
26.06.2025 without assigning any reasons.

3. The 1st petitioner is engaged in the business of providing
security services, house-keeping and sanitation services to government and
non government agencies. The 2nd respondent called for tenders vide tender
notice dated .05.2025, for providing the services of security guards and
security supervisors to the temples of the category, where the Joint
Commissioners of Endowments are Executive Officers viz., Simhachalam
devasthanam, Annavaram devasthanam, Kanipakam devasthanam, Sri
Kalahasthi, Sri Durga Malleswara Swamy devasthanam, etc. The 1st
petitioner company participated in the tender process, submitted its bid on
30.06.2025. Technical evaluation of the tender was completed on
04.07.2025, and the financial bids were opened on the same day. The
petitioner’s bid was disqualified in technical evaluation and the bids of
M/s. Sri Karthikeya Security Services, M/s. Seva Supreme Detective and
M/s. Security Services Private Limited and Meta Force Private Limited, were
declared qualified. It is contended that while disqualifying the petitioner, no
reasons have been assigned. Alleging malafide and arbitrary action, the
instant Writ Petition has been filed.
