02. 1. This matter is taken up through hybrid arrangement.
2. Heard.
3. This CONTC has been filed by the Petitioner for non-compliance
of the order dated 16.02.2023 passed by this Court in CRLMP
No.255 of 2023.
4. Learned counsel for the State produces the instruction received
from the IIC, Bamunigaon P.S. vide Letter dated 29.07.2025. The
relevant portion of the said instruction is extracted hereunder:

to Honourable JMFC court of Daringbadi. In compliance to the above
referred petition, one section of Police Force was deployed by SP
Kandhamal at Kutruka for Petitioner’s Protection. The police force also
camped at Kutruka for six months. CCTV also installed at Complt’s
house and nearby area. After few days on the desired of petitioner
Gulkara Nayak. Tahasildar Daringbadi provided him a piece of land at
Jidingpata Chhaka Under Meramaha Mouza, P.S. Bamunigaon. Now
the petitioner Gulakhara Nayak and his family members are residing
at Jidingpata Chhaka without any further allegation.”
5. Learned counsel for the Petitioner submits that the Petitioner is
still in ostracized condition in the village. The District
Administration, Kandhamal has not taken any steps to re-settle
him in the village as he has been ousted by the villagers.
6. In such view of the matter, the Superintendent of Police,
Kandhamal is directed to appear before this Court through Virtual
Mode on 12th August, 2025 at 2:00 P.M.
