Learned counsel for the petitioners, Mrs. G. Pushpa is present
before this Court physically and similarly, learned Advocate General for the
respondents, Mr. Lenin Hijam is present before this Court physically.
The present contempt proceeding is initiated by the petitioners
under the provision of Section 11 and 12 of Contempt of Court’s Act, 1971 and
inclusive of Article 215 of the Constitution of India. Whereas, this contempt
proceeding is seeking for taking action against the respondents/accused for willful
disobedience of the order rendered by the Co-ordinate Bench in W.P.(C) No. 177
of 2024.
Whereas, the learned Advocate General is submitting that the order
has already been complied with and the same has also been filed in the form of
affidavit in detail consisting of para No. 1 to 4. But, the compliance order is relating
to the order rendered by the Government of Manipur dated 21.07.2025. This
submission which is made by the learned Advocate General is taken on record.

Whereas, learned counsel for the petitioners, Mrs. G. Pushpa is
submitting that the order rendered by the Co-ordinate Bench is not absolutely
complied with. This submission which is made by the learned counsel for the
petitioners is taken on record.
However, keeping in view of the provision of Section 2(b) of the
Contempt of Court’s Act, 1971 and inclusive of the statement made by the
respondents/State of Manipur and more importantly, para No. 3 & 4 of the
affidavit, it is deemed appropriate that this present contempt proceeding does not
survive for consideration and accordingly, the proceeding is hereby closed.
In the meanwhile, liberty is granted to the petitioners, as sought
for, by the learned counsel for the petitioners, in accordance with law.
