This writ petition is disposed of in following terms as agreed

and requested by the learned counsels for the respective parties:-

(i) The petitioner is at liberty to submit a

representation with the respondents for redressal of

his grievance(s) within a period of four weeks from

today.

(ii) The respondents shall pass a reasoned and

speaking order thereupon within a period of sixteen

weeks from the date of its receipt with

communication of the decision to the petitioner.

Pending application(s), if any, also stands disposed of

accordingly.
