Haryana Leads Forensic Reform with Major Infrastructure and Tech Upgrades

Chandigarh, August 2025 – Haryana is setting a remarkable national benchmark in forensic science by undertaking extensive infrastructure modernisation and technological advancements in its forensic system. As part of these transformative efforts, a new regional forensic science laboratory with a dedicated DNA analysis facility is under development in Gurugram to specifically address cases related to sexual assault and unidentified bodies.

Sumita Misra, Additional Chief Secretary, Home Department, highlighted that the Hisar regional Forensic Science Laboratory (FSL) has received an additional block and launched a new ballistics unit in May, significantly accelerating firearm investigations. Further, a physics division focusing on technical cases for the Anti-Corruption Bureau is being established at the Mohindra FSL in Panchkula.

Haryana has invested ₹14.55 crore to enhance forensic capabilities, equipping labs with three GC-MS units for drug investigations, three comparison microscopes for ballistics, and advanced DNA sequencers with automated extraction systems. Mobile forensic science units are also expanding, with 23 units currently functioning and 17 more proposed to strengthen on-site crime scene responses.

The state’s reforms underscore science-led, time-bound investigations aimed at restoring public trust and delivering justice efficiently. Remarkably, Haryana’s FSL has reduced its backlog of narcotic drug and psychotropic substance cases by 70 per cent, aiming for zero pending cases by September 2025. The monthly case disposal rate has surged nearly 49 per cent, helping cope with the rising workload from new criminal laws.

These advancements include a 70 per cent increase in sanctioned staff strength and the recruitment of over 39 scientific assistants to support forensic operations. Reporting times have been reduced to as little as 15 days for commercial quantity drug cases, ensuring speedy trials and the delivery of justice.
