Heard Mr. S. Rupachandra, learned senior counsel assisted by
Ms. S. Sangita, learned counsel appearing for the petitioners; and
Mr. H. Samarjit, learned G.A. assisted by Mrs. R.K. Emily, learned
Dy. G.A. appearing for the respondents.

In view of the limited prayer made on behalf of the petitioners
and as agreed to by both the counsel appearing for the parties, the
present writ petition is being disposed of at the motion stage itself.

At the outset, the learned senior counsel appearing for the
petitioners, submitted that the petitioners have submitted
representations dated 27.09.2022 and 26.12.2024 to the concerned
authorities of the Government of Manipur, requesting for considering
their case for giving promotion to the post of Senior Accountant on
officiating basis and the said representations are still pending for
consideration and disposal.

The learned senior counsel appearing for the petitioners
submitted that the petitioners will be satisfied for the time being if
the present writ petition is disposed of by issuing a direction to the
Commissioner (Finance), Government of Manipur, to consider the
said 2(two) representations on its own merit and strictly in terms of
applicable rules and to dispose of the same by issuing a speaking
order within a stipulated period.

Mr. H. Samarjit, learned G.A. appearing for the respondents,
fairly submitted that as the prayer made on behalf of the petitioners
are confined to the consideration and disposal of the representation
submitted by them, he has no objection in disposing of the present
writ petition as prayed for by the learned senior counsel appearing
for the petitioners.

Taking into consideration the submission advanced by the
learned counsel appearing for the parties, this Court is of the
considered view that ends of justice will be met by giving the
following directions:-

(i) The Commissioner (Finance), Government of
Manipur is hereby directed to consider the said
2(two) representations dated 27.09.2022 &
26.12.2024 submitted by the petitioners on its
own merit and strictly in terms of the applicable
rules and to dispose of the same by issuing
speaking order;

(ii) It is made clear that the whole process should
be completed within a period of 3(three) months
from the date of receipt of a certified copy of this
order.

With the aforesaid direction, the present writ petition is
disposed of.
