3. Mr. Aman Rab, learned counsel for the
respondent no.3, through video conferencing.

4. Learned counsel for the State would fairly
concede that there seems to be violation of the
Procurement Rules, as there was a single bidder for
the first time, therefore, the tenders should have
been re-invited, as per the Procurement Rules, and
the same was not done notwithstanding the fact that
the technical bids of the other two persons were
found unresponsive on 30.11.2024 itself; that,
however, the National Games are to start on
28.01.2025, therefore, in peculiar circumstances, he
be permitted to seek instructions.

5. List this matter before the Vacation Bench
on 28.01.2025.
