Heard Mr. M. Hemchandra, learned senior counsel assisted by
Ms. Rinika Maibam, learned counsel, appearing for the petitioners.
I ssue notice, returnable within 4(four) weeks.
Mrs. L. Monomala, learned G.A., entered appearance and
accepts notice on behalf of respondent Nos. 1, 2 & 3; and Mrs. I .
Bimola, learned counsel, entered appearance and accepts notice on
behalf of respondent Nos. 4. Hence, no formal notice is called for in
respect of the said respondents.
I t has been submitted by Mr. M. Hemchandra, learned senior
counsel appearing for the petitioners that despite their best efforts,
the petitioners could not ascertain the addresses of the private
respondent Nos. 5 to 48 and as such, the learned senior counsel
prays for allowing the petitioners to take steps for service of notice
upon the said private respondent Nos. 5 to 48 by way of substitute
service by publishing the notice in the 2(two) local leading

newspapers (one in English & another in Manipuri) for 2(two)
consecutive days.
Prayer is allowed.
Steps should be taken within 2(two) weeks and the petitioners
are to file an affidavit showing proof of service of such notice.
List these cases again on 13.03.2025.
I t is made clear that the impugned appointment order shall be
subject to the outcome of this writ petition.
