Constitution of India , Art.142— Admission for M.Sc. Environmental Management course – Rejection of candidature – Change in eligibility criteria – Appellant, holding a B.Sc. (Hons.) in Agriculture from a UGC-recognized private university, applied for M.Sc./MBA (Agri Business) – After COVID-19 led to entrance exam cancellations, merit list of candidates was prepared on the basis of grade in qualifying examination – Consequent upon subsequent change in eligibility criteria appellant was declared to be ineligible for admission since her degree was obtained from private university – Appellant was provisionally admitted to the course in pursuance of interim order passed by High Court – Writ petition of appellant and intra-court appeal filed by her was dismissed – Appellant had completed her course but her degree was withdrawn on dismissal of her appeal – Candidature of appellant , though not clearly falling within eligibility criteria of Prospectus, deserved sympathetic consideration due to confusion created by the University’s changing criteria through multiple addendums – Appellant met all other eligibility criteria – Admission of appellant was regularised in exercise of power under Art.142 of the Constitution.
