2. The brief facts that have emerged from the DAR are that on
16.08.2022, one complaint was received vide Diary No. LC No. 2680
from complainant Bal Kishan by SI Gajpal Singh as per which, vide DD
No. 117A dated 20.02.2022, injured Bal Kishan was admitted in Hindu
Rao Hospital and his statement had not been recorded till that date.
Accordingly, SI Gajpal recorded the statement of the injured wherein he
stated that he was employed in DRDO Defence as MTS and he had
retired from his services on 31.03.2022. He further stated that on
20.02.2022 at about 4.00 P.M., he was going to his home on foot from
Burari Pusta when one boy from his area came on a scooty and he
(injured) asked him to drop him at his home. Thus, he boarded his
scooty and when they reached at Pradhan Colony, Pusta Chowk, the
scooty rider turned his scooty towards Pradhan Colony and at that very
time, one car bearing registration No. DL-9CAV-1354 came at a very
high speed, in rash and negligent manner, and hit the scooty due to
which, he fell down on the road and sustained grievous injury in his leg.
