The Bar Council of India (BCI) has announced a three-year moratorium on setting up new law colleges across the country to curb the rapid growth of substandard institutions and protect the quality of legal education.
During this period:
- No new colleges can be established, and existing institutions cannot start new sections, courses, or batches without prior BCI approval.
- Proposals will be subject to strict scrutiny, and ongoing compliance reviews will be conducted.
- The BCI will conduct more inspections and can close or derecognise non-compliant institutions.
The moratorium includes strict consequences for violations, such as withdrawal of BCI recognition, invalidation of degrees, disqualification from advocate enrolment under the Advocates Act, and possible legal action.
Exemptions apply for institutions serving socially and educationally backward classes, SC/ST, EWS, persons with disabilities, and colleges in remote or tribal areas, provided they meet strict regulatory and infrastructure requirements.
The BCI clarified that there are already sufficient legal education centres in India and stressed that the focus should now be on improving quality rather than increasing numbers.
