In this PIL proceeding, Mr. S. Biswajit, learned senior counsel is
being nominated as Amicus Curiae. Learned DSGI for the Union of India, Mr. Kh.
Samarjit is present before this Court physically. Learned senior counsel, Mr. Kh.
Tarunkumar is present for the petitioner in the proceeding of PIL No. 21 of 2020
before this Court physically. In all these PIL proceedings, learned Advocate General,
Mr. Lenin Hijam is present for State before this Court physically.
The proceeding in PIL No. 21 of 2023 reveals the shortage of water
due to deforestation in Manipur. However, keeping in view of the issues in between
the petitioner and respondents respectively are concerned, it is deemed appropriate
that a committee is required to be established consisting of some expert members
to monitor the issues and therefore, the learned Advocate General in this matter is
submitting that the committee is yet to be confirmed for monitoring the issues in
between the petitioner and respondents in respect of shortage of water due to
deforestation in Manipur.

But, in the given peculiar facts and circumstances of this case and
more importantly, keeping in view of the scope of Article 226 of the Constitution of
India, it is deemed appropriate that the learned Advocate General on behalf of the
State of Manipur be directed to submit a memo in writing relating to the member
of the expert committee.
Similarly, learned senior advocate, Mr. S. Biswajit being nominated
as Amicus Curia and also the learned senior counsel, Mr. Kh. Tarunkumar be also
directed to file memo to identify the suitable members for being nominated as
members of the committee and the memo shall be taken on record.
Accordingly, made an observation.
Consequently, these matters would be listed on 22.08.2025.
In the meanwhile, learned counsel for the private respondent No. 7,
Mr. L. Shyam Sharma in the proceeding of PIL No. 21 of 2020 is present before
this Court physically and his present is also taken on record.
Registry be directed to print the name of Mr. L. Shyam Sharma,
learned advocate as counsel for the private respondent No. 7 in the cause list
hereafter.
