About the Conference

The International Conference on SEPs and Patent Innovation, 2025 is a landmark international Conference under the 2nd South Asian Global Intellectual Property Summit, 2025; organised by the Centre for Development of Intellectual Property and Research (CDIPR), Naovina Development of Intellectual Property and Research Foundation in Collaboration with the Global Innovation Policy Center (GIPC) and the Open Invention Network (OIN).

This conference is more than a scholarly event; it is a regional and global initiative to reflect, critique, and intervene in the evolving dynamics of Standard Essential Patents (SEPs), patent licensing, global technological development, and competition law. It brings together patent law experts, innovation leaders, economists, technologists, policy researchers, and students to collaboratively rethink how SEPs shape innovation ecosystems in South Asia and beyond.

Set at the convergence of intellectual property rights, technology regulation, market competition, and innovation governance, the conference amplifies efforts to build a transparent, inclusive and accountable global SEP ecosystem that supports both technological progress and equitable access. It is an urgent response to rising complexities surrounding patent pools, FRAND licensing, antitrust disputes, and SEP enforcement in key technology sectors like 5G, IoT, and AI. This academic and policy research forum convenes experts from across disciplines to critically examine the global foundations of SEP governance, licensing frameworks and competition policies through a South Asian and Global South lens.

Participants are invited to submit papers engaging with the following thematic tracks:

1. Standard Essential Patents (SEPs) and Global Innovation Ecosystem

  • Legal foundations and evolution of SEPs in international patent law
  • SEPs and emerging technologies: 5G, IoT, AI, healthcare, green tech
  • Comparative SEP policies: Focus on Asia, Europe, and the USA

2. FRAND Licensing and Market Fairness

  • Fair, Reasonable, and Non-Discriminatory (FRAND) licensing frameworks
  • SEP licensing disputes: Global case studies and resolutions
  • Access to SEPs in developing economies: Equity, affordability, and innovation

3. Patent Pools and Collaborative Licensing Models

  • Structure and functioning of patent pools in high-technology industries
  • Royalty determination, antitrust concerns, and governance challenges
  • Transparent and inclusive patent pool frameworks for emerging economies

4. SEPs and Competition Law Dynamics

  • SEP enforcement and global competition law: Case studies and lessons
  • Addressing patent hold-up and hold-out: Balancing rights and market access
  • National competition policies and international harmonization efforts

5. Emerging Trends: SEPs in AI, Green Technologies, and Digital Platforms

  • SEP considerations in digital platforms, software standards, and open-source licensing

6. Policy Harmonization and Global Cooperation

  • WIPO, WTO, and international frameworks for SEP regulation
  • South Asian strategies on SEP governance: Regional focus and challenges
  • Building future-ready and inclusive SEP ecosystems for sustainable innovation

Format and Presentation

The conference will be conducted virtually to allow accessible participation across geographies. Selected authors will present their papers in live sessions before an international audience comprising scholars, legal professionals, industry leaders, and policy experts.

Selected contributors will receive:

  • Publication in the International edited Volume titled “From Standards to Solutions: South Asian Perspectives on Standard Essential Patents, Competition and Innovation in a Globalised Economy” with ISBN 978-81-984132-1-5.

Important dates

  • Abstract Submission Deadline: 28th July 2025(Abstracts should be between 250–300 words, clearly indicating the research question, methodology and relevance to the Conference themes.)
  • Notification of Abstract Selection: 30th July 2025(Selected authors will be notified via email and invited to submit full papers.)
  • Full Paper Submission Deadline: 5th August 2025(Full-length papers should be 3,000–4,000 words and follow the Conference’s Submission Guidelines.)
  • Presentation Confirmation by Authors: 8th August 2025(Selected participants must confirm attendance and complete registration.)
  • Date of Conference: 10th August 2025 

Submission Guidelines

Categories:

  • Research Article: 4,000 to 6,000 words
  • Policy Paper / Legislative Analysis: 3,000 to 5,000 words
  • Case Studies / Legal Commentaries: 2,000 to 4,000 words

  • Font: Times New Roman
  • Body Text: 12pt, Justified Alignment
  • Headings: 14pt, Centre Alignment
  • Subheadings: 13pt
  • Footnotes: 10pt, Left Alignment
  • Citation Style: Bluebook 21st Edition
  • Spacing: 1.5
  • Language: English only

Abstract: Each submission must include a concise abstract not exceeding 300 words summarising the core ideas of the paper with 5 keywords.

Originality:

  • Submissions must be entirely original and unpublished.
  • Plagiarism should not exceed 10%, and AI-generated content is not allowed. Submissions violating these guidelines will be rejected.

Co-Authorship: Papers may have up to two authors.

Review Process:

  • two-stage internal review will assess submissions.
  • Authors may be required to revise their papers based on feedback regarding content, structure, or formatting.
