Learned counsel for the petitioners, Mr. Serto T. Kom is
appearing through video conferencing in the proceeding of W.P.(C) No. 147
of 2019 which is connected with the proceeding of MC[W.P.(C)] No. 521 of
2025 wherein seeking for impleadment of respondents No. 8 to 93.
Whereas, learned counsel for the respondents, Ms. Thanmiyo
Keishing is present before this Court physically.
However, no particular has been furnished by the aforesaid
counsel for issuance of notice against the aforesaid respondents whereby
seeking for issuance of process and therefore, the counsel be directed to
proceed in accordance with law under the provision of Order 5 Rule 20(1A)
of CPC for effectively service of process against the respondents.
Accordingly, made an observation.

However, the learned counsel for the petitioner be directed
to file a memo in writing which edition in the State of Manipur is required
for paper publication for issuance of process against the respondents No. 8
to 93.
In the meanwhile, the learned counsel for the petitioner be
directed to file the said application under the provision of Order 5 Rule
20(1A) of CPC. In the interest of justice, the process has been issued
through paper publication as sought for.
However, notice against the respondents No. 8 to 93 on
04.09.2025 and appearance of the aforesaid respondents on 18.09.2025.
