Learned senior counsel for the petitioner, Mr. Ch. Ngongo is present
before the Court physically and states that he is ready to address arguments.
Learned Sr. PCCG for respondent No. 4, Mr. W. Darakeshwar is also present
before the Court physically.
Whereas, learned Government Advocate for the State, Mr. Th.
Vashum states that even though the impugned detention order has been
rendered by the District Magistrate, Imphal East, but there shall be some
omission and commission. This submission which is made by the learned
Government Advocate in this matter, it is only during the course of the evidence
and it is not during the course of the investigation to be done by the investigating
agency keeping in view the provision of Section 154 Cr.PC under which provision
FIR has to be recorded inclusive of Section 161 and 162 of Cr.PC for recording
statement by the investigating agency.
Accordingly, made an observation.

In the meanwhile, learned Government Advocate seeks short
accommodation on the premises that he wants to produce the original record
from the competent authority.
Hence, this matter would be listed tomorrow, i.e., on 22.07.2025.
