Heard Mr. Sh. Athoi Singh, learned counsel appearing for the
petitioner; Mr. L. Monomala, learned GA appearing for the respondents
No. 1 and 2 and Mr. Boboy Potsangbam, learned CGSC appearing for
the respondent No .3.
At the outset, the learned counsel appearing for the petitioner
submitted that for redressing the grievances raised by the petitioner
in the present writ petition, the petitioner has already approached
the concerned authorities by filing two representations, one dated
03-01-2024 addressed to the Commissioner (Agriculture), Government
of Manipur and another dated 08-01-2024 addressed to the Director of
Agriculture, Government of Manipur and that the said representations
are still pending for consideration and disposal. The learned counsel
submitted that the petitioner will be satisfied for the time being if the
present writ petition is disposed of by issuing a simple direction to
the Commissioner (Agriculture), Government of Manipur and the
Director of Agriculture, Government of Manipur to consider the said two
representations submitted by the petitioner on its own merit and strictly
in terms of the applicable laws and to dispose of the same by issuing a
speaking order within a stipulated period.

Mrs. L. Monomala, learned GA and Mr. Boboy Potsangbam,
learned CGSC fairly submitted that as the prayer of the petitioner is
confined to the consideration and disposal of the representations
submitted by him, they have no objection in disposing of the present writ
petition as prayed for by the learned counsel appearing for the petitioner.
Taking into consideration the submissions advanced by the
learned counsel appearing for the parties and on perusal of the record,
this court is of the considered view that interests of justice will be
served by disposing of the present writ petition by giving the following
directions:-
(i) The Commissioner (Agriculture), Government of Manipur and
the Director of Agriculture, Government of Manipur are hereby
directed to consider the representations dated 03-01-2024
and 08-01-2024 submitted by the petitioner on its own merit
and strictly in terms of the applicable laws and to dispose of
the same by issuing a speaking order; and
(ii) The whole process should be completed within a period of
three months from the date of receipt of a certified copy of
this order.
With the aforesaid directions, the present writ petition is
disposed of.
