9. The challenge in this petition is made to the public notice

dated 26.07.2025, issued under Section 57 of the U.P. State

Universities Act, 1973 (“the Act”).

10. The petitioners-society runs Mahadevi Kanya Pathshala

(PG) College, Dehradun (“the college”). According to the impugned

notice, the society of the college is not registered. Therefore, there is no

system to run the college; the employees are not being paid salary;

teaching and non-teaching staff is not being appointed or promoted;

the service related issues of the personnel are not being decided,

which, in turn, is affecting the academic activities of the college and as

a result, the number of students is decreasing year by year. Keeping in

view all those factors, the impugned notice records that an Authorised

Controller is proposed to be appointed under Section 58 of the Act.

Therefore, objections have been invited that if any person has any

objections to the appointment of Authorised Controller, he may file

response till 04.08.2025. By means of the stay application, the

petitioners seek stay of the effect and operation of the impugned

notice.
