Mandatory DBT for Government Share of Stipend to Apprentices from July 2025

The Board of Practical Training (Eastern Region), under the Ministry of Education, Government of India, has announced a major procedural change in stipend disbursement under the National Apprenticeship Training Scheme (NATS) for the Eastern and Northeastern regions.

đź”” Key Update:

Effective from the stipend month of July 2025, the Government’s share of stipend to apprentices will be disbursed exclusively through the Direct Beneficiary Transfer (DBT) mode.

This reform applies to all establishments engaging apprentices under NATS across the states of:

  • Bihar
  • Jharkhand
  • Odisha
  • West Bengal
  • Sikkim
  • All North Eastern States
  • Union Territory of Andaman & Nicobar Islands

âś… What Will Change?

Currently, establishments pay the full stipend (both Govt. and establishment share) and then claim reimbursement from BOPT.
However, from July 2025, this changes to:

  • đź’¸ Government share: Directly transferred to apprentices’ bank accounts via DBT.
  • 🏢 Establishment share: To be paid directly by the establishment to the apprentices.

đź“‹ Mandatory Steps for Establishments

To ensure a smooth transition, all establishments are requested to:

  1. Register all apprentices on the NATS portal with complete and Aadhaar-linked bank details.
  2. Verify & update apprentice data, especially bank and Aadhaar information.
  3. Coordinate with BOPT, Eastern Region, for any technical/procedural support.
  4. Stop including the Govt. share in stipend disbursed from July 2025 onwards – no more reimbursements will be entertained.

🎯 Objective of DBT Implementation

The move to DBT is aimed at:

  • Increasing transparency
  • Improving efficiency
  • Ensuring timely credit of stipends to apprentices
  • Aligning with the Government’s Digital India & Direct Benefit Transfer goals

The Board has ensured adequate fund availability to avoid delays in DBT payments.
