the Constitution of India is filed prayIng that in the Circumstances Stated in the
affidavit filed therewith, the High Court may be pleased to issue a Writ of
Mandamus declaring the impugned order dated 03.08.2023 passed by
Respondent No.2 in Revision confirming the Order dated 09.02.2023 passed
