1. These four writ petitions are taken up together as the issues raised in
these petitions are the same, i.e. challenge to certain provisions of the Assam
Education (Provincialisation of services of non-teaching staff of venture
educational institutions) Act, 2018 (hereinafter referred to as the Act, 2018).
2. The petitioners herein are non-teaching staff members, including
Senior Assistants, Library Assistants, Grade-IV employees and others, working in
various Colleges, Higher Secondary Schools, Senior Secondary Schools, High
schools, and High Madrassas throughout the State of Assam.The petitioners
have been serving continuously in the institutions managed by privately
managed committees, however, recognised by the Government and these
institutions are defined as venture educational institutes.
