                              UPON hearing the counsel the court made the following

1. Heard learned counsel for the petitioner.

2. The petitioner was working as a Junior Telecom

Officer in the Department of Telecommunications. Some

allegations were levelled regarding the improper

measurement book. Accordingly, FIR No.14/1997 was

registered on 19.07.1997 under Sections 420, 120-B and

218 of the IPC. The petitioner was not initially named

in the FIR but his name surfaced subsequently after ten

years. Though the charge sheet was filed in the

aforesaid case in the year 2007 but till date, that

is, for 27, years charges have not been framed.

3. It is in this background that the petitioner

applied for the quashing of the FIR which has been

refused by the High Court.

4. The submission is that keeping the matter pending

for 27 years without framing charges is a gross abuse

of process of law.

5. Issue notice, returnable in six weeks.
