Heard Mr. Kh. Santa, learned counsel appearing for the
applicant and Mr. Th. Vashum, learned GA appearing for the
respondents.
The present application has been filed with the prayer for
allowing impleadment of the Zonal Education Officer (ZEO) Zone – III,
Thoubal, Thoubal District, Manipur as respondent No. 4 in the connected
WP(C) No. 673 of 2022 on the ground that the said officer is a
necessary party in the said writ petition and without impleading the
said official, no effective relief can be granted.
Mr. Th. Vashum, learned GA appearing for the respondents
fairly submitted that he has no objection in allowing the present
application.
In view of the submission made by the learned counsel
appearing for the parties and on perusal of the record, this court is
of the considered view that the said ZEO is a necessary party in the
connected writ petition and as such, this court of the view that it
will be in the interests of justice to implead the said ZEO as respondent
No. 4 in the connected writ petition.
Accordingly, the present application is allowed.

Registry is directed to implead the ZEO, Zone – III, Thoubal,
Thoubal District, Manipur, as respondent No. 4 in the connected
WP(C) No. 673 of 2022.
With the aforesaid direction, the present application is
