[1] Learned Attorney General of India for the State of Manipur, Mr.
Venkataramani is present before this Court physically in the proceeding of W.A.
No. 9 of 2024. Whereas, learned senior counsel, Mr. N. Jotendro and learned
senior counsel, Mr. N. Ibotombi are present before this Court physically for the
respondents.

[2] The learned Attorney General of India for the State of Manipur is
extensively made arguments by referring to the Panchayati Raj Act, 1975; Manipur
Panchayati Raj Act, 1994; Section 20 and also Section of the Manipur Panchayati
Raj Act, 1975 and apart from it, the learned Attorney General of India referred to
Article 243 (E) of the Constitution of India inclusive of the order rendered by the
Ld. Single Judge on the writ side. But, the clubbing order is rendered by the Ld.
Single Judge relating to the proceeding in W.P.(C) No. 935 of 2020. The order is
referred to by the learned Attorney General of India and also referring to various
paragraphs in the order rendered by the Ld. Single Judge on the writ side.
[3] But, the learned Attorney General of India is referring to Section 22
of the Manipur Panchayati Raj Act, 1994 and also referring to the provision of
Section 22(iii) of the aforesaid provision of law. However, the learned Attorney
General of India is referring to that the period is only for 5 (five) years according
to Article 243 (E) of the Constitution of India and also Section 20 of Manipur
Panchayati Raj, Act, 1994.
[4] In the meanwhile, the learned Attorney General of India by
referring almost all provisions of law and inclusive of the period of 5(five) years
and thereafter, the administrative committee as keeping in view of the Section
22(i), the committee consisting of various members is also referring the said
provision of law i.e. it is a period of 6 (six) months and thereafter, the period is
extended for 6 (six) months by the concerned authority and relevant notification
issued to that effect.
[5] Heard the extensive submission made by the learned Attorney
General of India in part.
[6] Whereas, the learned senior counsel for the respondents, Mr. N.
Jotendro is submitting that respondents have a desire to address arguments

through learned senior counsel, Mr. Kapil Sibal in this proceeding and therefore,
seeks a short accommodation that the said senior is engaged in some other case
in Supreme Court.
[7] However, keeping in view of the submission made by the learned
senior, Mr. N. Jotendro, these matters would be listed on 31.07.2025.
[8] In the meanwhile, the learned senior counsel, Mr. N. Jotendro is
submitting that the submission of argument of Mr. Kapil Sibal, learned senior
counsel may be proceeded through video conferencing facility. This submission
made by the learned senior counsel, Mr. N. Jotendro is taken on record.
[9] However, keeping in view of the issues in between the appellants
and respondents, the learned Attorney General of India be directed to submit
synoptic note by referring to impugned order rendered by the Ld. Single Judge on
the writ side and also various paragraphs which have been referred and inclusive
of facilitating citations. Similarly, learned senior counsel for the respondents be
directed to submit synoptic notes apart from the arguments, if it needs.
[10] These matters would be listed on 31.07.2025. [11] In the meanwhile, after completion of submission made by the
learned senior counsel, Mr. N. Jotendro and learned Attorney General of India, Mr.
S. Biswajit, learned senior advocate being nominated as intervenor seeks a short
accommodation to apprising the issue in between the appellants and respondents
soon after completion of arguments of the respondents in the matter. This
submission made by the learned senior counsel is taken on record.
[12] Registry i s directed to print the name of Mr. S. Biswajit in the cause
list as intervenor.
[13] In the proceeding of W.P.(C) No. 524 of 2025, Mr. A. Romenkumar,
learned senior counsel for the petitioners is present before this Court physically

and is submitting that the learned senior counsel is advancing extensive
arguments on the aforesaid date. This submission made by the learned senior
counsel is taken on record in presence of learned Attorney General of India and
the learned senior counsel, Mr. N. Jotendro.
[14] Learned senior counsel, Mr. N. Ibotombi is also present before this
Court physically for the respondents securing the appearance of Mr. N. Jotendro,
learned senior counsel.
[15] Accordingly, these two matters be listed independently for hearing
on the aforesaid date.
