1) Arising out of the order dated 02.11.2023 in
Writ Appeal No. 1629 of 2023 whereby the High Court 1
relying upon the judgment of State of Odisha v.
Surama Manjari Das (W.P.(C)No. 15763 of 2021)
dismissed the same as time barred without deciding
the Writ Appeal on merits.
2) The same issue had come up for consideration in
a batch of petitions before this Court (lead matter
being Civil Appeal No.10510 of 2024 @SLP (C)No.9008
of 20242) whereby vide order dated 10.09.2024, this
Court set aside the impugned order and remitted the
matter to the Division Bench of the High Court for
decision on merits. The said order is reproduced as
