3. By means of this writ petition, the petitioner has
sought the following reliefs:-

“i) Issue a writ order or direction in the nature
mandamus commanding and directing the respondents
authorities to connect/consolidate all the subsequent
first information reports/proposed first information
reports (as detailed herein above) lodged at different
police stations of District Pauri Garhwal, Tehri Garhwal,
Uttarkashi and Dehradun with the present first
information report of Case Crime No. 142 of 2024 dated
01-06-2024 for the offences punishable under section
420, 467, 468, 471 & 120-B of IPC, under section 3 read
with section 21 (3) and 4 read section 22 of Banning of
Unregulated Deposits Scheme Act, 2019 and under
section 3 of The Uttarakhand Protection of Interest of
Depositors (In Financial Establishments), Act, 2005,
Police Station Kotwali Kotdwar, District Pauri Garhwal.

ii) Issue a writ order or direction in the nature
mandamus commanding and directing the respondents
authorities to club any subsequent first information
report lodged after these first information report as
mentioned in the writ petition in any Police Station in
the State of Uttarakhand regarding the LUCC Society
with the present first information report bearing FIR
being Case Crime No. 142 of 2024 dated 01-06-2024 for
the offences punishable under section 420, 467, 468,
471 & 120-B of IPC, under section 3 read with section 21
(3) and 4 read section 22 of Banning of Unregulated
Deposits Scheme Act, 2019 and under section 3 of The
Uttarakhand Protection of Interest of Depositors (In
Financial Establishments), Act, 2005, Police Station
Kotwali Kotdwar, District Pauri Garhwal.

iii) Issue a writ order or direction in the nature
mandamus commanding and directing the respondents
authorities to treat statements of petitioner recorded
under section 181 of BNSS, 2023 in FIR No. 142 of 2024,
P.S. Kotwali Kotwar, District Pauri Garhwal to be part of
all the subsequent FIR registered against the LUCC
Society and exempt the petitioner from recording

statements again-again in all later FIRs.”

4. In order to buttress his submission, counsel for the
petitioner has relied upon a judgment passed by Hon’ble
Supreme Court in the case of Ravinder Singh Sidhu Vs. State
of Punjab and others reported in 2025 SCC Online 1164.

5. I have perused the aforesaid judgment.

6. State counsel prays for and is granted four weeks’ time
for filing counter affidavit, in the matter.
